ZAKON O KMETIJSTVU JE OSNOVA, NA KATERI SE BO V PRIHODNJE GRADILA KMETIJSKA POLITIKA
Na odboru za kmetijstvo so poslanci obravnavali obsežen zakon o kmetijstvu, ki smo ga dolgo časa čakali. Zakon posega na kar 13 področij kmetijstva in je za prihodnost slovenskega kmetijstva zelo pomemben.
Iva Dimic je v svoji razpravi povedala, da je zakon o kmetijstvu osnova, na kateri se bo v prihodnje gradila kmetijska politika Slovenije: »Ta zakon je krovni zakon za kmete in predstavlja osnovo za dobro finančno perspektivo za obdobje 2021 – 2027. Država je imela več pristojnosti glede izbire ukrepov iz ravni EU, tako da je zakon pisan ciljno in učinkovito naslavlja specifične potrebe slovenskega kmetijstva. Želim si, da bo slovensko kmetijstvo v prihodnje samozadostno in če bo potrebno, bomo še kakšen zakon na področju kmetijstva nadgradili ali popravili.« V nadaljevanju je pohvalila tudi sodelovanje med vsemi deležniki, ki so sodelovali pri pisanju tega zahtevnega zakona.
Z zakonom se v slovenski pravni red prenašajo nekatere evropske direktive, predvsem na področju ekološkega kmetovanja in nedovoljenih ravnanjih v verigi preskrbe s hrano. V zakonu se zagotavlja pravno podlago za strategije na področju kmetijstva, ki so danes v EU že pripravljene kot so: Evropski zeleni dogovor, spremljanje organskih sprememb v tleh, ponor CO2 itd. Ena pomembnejših sprememb, ki jih prinaša zakon, je poenostavitev nekaterih administrativnih postopkov, ki so kmetom v breme. Postopki bodo hitrejši, bolj jasni in pregledni. Kmet naj se ukvarja s kmetovanjem, ne pa z birokracijo.
Zadružništvo postavljamo na nove temelje
Poslanci so na isti seji obravnavali tudi spremembe, ki jih prinaša Zakon o zadrugah. Poslanka NSi je v začetku svoje razprave poudarila, da jih podpira, saj je že večkrat poudarila, da je potrebno zadružništvo v Sloveniji postaviti na nove, boljše temelje.
Mladi prevzemniki imajo drugačen pogled na zadruge: »Ko spremljam slovensko kmetijstvo in prihajanje mladih prevzemnikov kmetijskih gospodarstev opažam, da vidijo v zadrugah veliko večjo priložnost, kot so jo videli kmetje pred 30. leti. Bolj so izobraženi in imajo željo biti aktivno vključeni v nadzor in poslovanje zadružništva. Mislim, da bodo spremembe tega zakona vplivale na boljše upravljanje zadrug.« K preprečitvi slabih praks, kot smo jih videli v preteklosti, bo zagotovo pripomogel ta zakon in drugačna struktura ter pogled na zadružništvo v Sloveniji. Uvaja se institut revizorja: »Omeniti moram zadruge, kjer so kmetje ostali brez nekaj mesečnega plačila za oddano mleko, za les, za živino, ker ni bilo možnosti nadzora, revizije in vpogleda kmetov v poslovanje. Uvedba možnosti revizije oz »finančnega preglednika« je zagotovo korak v pravo smer.«
Pozdravila je tudi uvedbo statusa zadrug s posebnim pomenom: »Tako bomo zadrugam, ki že sedaj dobro delajo dali možnost, da se razvijajo in širijo na svojem področju. Pohvaliti moram dve zadrugi, ki sta mi blizu, ki dobro delata, dvigujeta standard za lokalno prebivalstvo in dajeta kmetom možnost stalnega odvzema pridelkov, ne glede na situacijo v kateri se znajde Slovenija. To sta Zadruga Sora Žiri in Zadruga Tolmin, ki sta tudi v času epidemije kmetom zagotovili stalni prihodek, kar je tudi namen zadrug.«
V Novi Sloveniji se zavzemamo za razvoj zadružništva, ki bo temeljilo na vzajemnosti, solidarnosti in gospodarski učinkovitosti. Pri uveljavljanju konkurenčnosti slovenskega kmetijstva ima veliko vlogo zadružništvo, saj je povezovanje in sodelovanje na področju kmetijstva ključ za uspeh in boljše nastopanje na trgu.
